Abstract

Purpose : This study evaluates the effectiveness of Indonesia'sMinistry of Health Regulation No. 72/2016 (Permenkes No.72/2016) implementation at the Pharmacy Installation of RSUPProf. Dr. I.G.N.G. Ngoerah, a national referral hospital in Bali,Indonesia, using Steers' organizational effectiveness frameworkencompassing goal achievement, adaptation, and integritydimensions. Research Methodology: A qualitative descriptive study wasconducted from January to May 2024. Data were collectedthrough in-depth interviews with key informants including theHead of Pharmacy Installation, pharmacists, pharmacy staff, andpatients or visitors, supplemented by direct observation anddocument analysis, and were examined using thematic analysisorganized around the three effectiveness dimensions. Results : Goal achievement showed partial success through UnitDose Dispensing system implementation, formularymaintenance, medication error minimization, and standard-compliant waiting times. Adaptation demonstrated digitalizationthrough the Hospital Information System with e-prescribing,emergency procurement mechanisms, and enhanced pharmacistcompetencies. Integrity revealed adherence to standard operatingprocedures for High-Alert and LASA drugs alongsideinterprofessional collaboration, though largely formalistic incharacter. Conclusions: Implementation has progressed but optimizationremains incomplete, with adaptation emerging as the most crucialelement for sustainability. Limitations: Findings are drawn from a single tertiary referralhospital and a qualitative design that limits statisticalgeneralization. Contributions: The study offers an organizational effectivenesslens for evaluating pharmaceutical policy implementation inresource-constrained referral hospitals.
